District Governor Cindy Zheng, Cabinet Members, PDG’s and Clubs:
The District Constitution and Bylaws Committee has reviewed 6 proposed changes to the District 4-C4 Policy Manual that were proposed by the District Governor Cindy Zheng and is recommending the Cabinet approve them at Nov. 8, 2025 Cabinet Meeting. The vote will include Cabinet members, PDG’s and each Club will have one vote. All Cabinet Members, PDG’s and Clubs most be in good standing with the District and LCI.
Here is a list of the changes:

1. Section 8.1.2 Perpetual Trophies.
2. Section 8.2.2 Lion of the Year.
3. Section 8.4.1 District Leo of the Year.
4. Section 8.5.1 District Couple/Family of the Year.
5. Section 8.6.1 New Club Development and Membership Award.
6. Section 8.6.2 New Club Development and Membership Award
