Lions District 4-C4 is a member of Lions Clubs International, comprising of all the Lions Clubs in San Francisco County, San Mateo County, and the City of Palo Alto. We’re a diverse group of clubs with one common goal — to serve.
District Leadership
District Governor Cindy Zheng
San Mateo Metropolitan Lions Club
Lion Cindy Zheng, a lifetime Lion with 23 years of service, is the District Governor of District 4-C4. She chartered her first club in 2006, which has since become the largest club in the district and a recipient of the Club Excellence Award. Over the years, she has founded a total of seven Lions clubs and two branch clubs, five of them established within the past four years. Together, these clubs have brought in 250+ Lions members.
Cindy has held multiple leadership roles including Zone Chair (2017), Region Chair (2018) and New Club Retention and Rebuilding Chairperson (2022) overseeing 10 clubs with fewer than 20 members. She strongly believes that growing membership is essential to strengthening service power and empowering more people to serve.
She is a recipient of multiple awards . Such as Presidential Medal, International Medal, MD-4 Excellence Award, etc. . A Graduate of Faculty Development Institute. Progressive Melvin Jones Fellow.
Professionally, Cindy is a Medical Doctor in China who specialized in Pediatrics and currently serves as Assistant Medical Dean at California Northstate University. She is also Managing Director and Principal of a registered investment advisory firm.
Cindy’s commitment to Lions is a family affair—her husband Wayne Ma, sons Jimmy Ma and Frank Ma, brother Joe Zheng, and sister-in-law Helena Jin are all Lions.
First Vice District Governor Jimmy Ness
Foster City Bair Island Cyber Lions Club
Lion Jimmy Ness truly embodies the spirit of Service—dedicated to helping others with no expectation of recognition or reward.
Lion Jimmy began his journey in 2015 with the Foster City Lions Club, quickly rising through leadership roles including Club Director, Vice President, and President. He chaired 11 committees and left a lasting impact at every level.
In 2020, alongside his partner-in-service Lion Melite Wood, he co-founded the Foster City Bair Island Cyber Lions Club. Their mission expanded beyond local service to include global outreach in Tonga, Ukraine, and the Philippines.
Professionally, Lion Jimmy is a successful business owner. Personally, he’s a proud father of two daughters, a talented DJ, and a solid golfer.
In the realm of Lions leadership development, Jimmy is passionate and accomplished. From 2018 to 2023, he earned his Bachelor’s, Master’s, and Doctorate degrees from Lions University. He is a graduate of both the Advanced Lions Leadership Institute and the Faculty Development Institute and currently serves as a trainer for the MD-4 Emerging Lions Leadership and Regional Lions Leadership Institutes.
Second Vice District Governor Maryah Tucker
Bay Area Special Olympics Lions Club
Lion Maryah Tucker, a legacy of leadership and service. Lion Maryah is proud to be a third generation Lion. Serving as a member of Bay Area Special Olympics Lions Club. With over a decade of active service, Lion Maryah brings a legacy of dedication, leadership, and innovation to Lions Clubs International. Her journey began at just five days old, attending her first district convention—and she hasn’t stopped since.
Lion Maryah has held multiple leadership roles, including Charter President of the Dominican University Campus Club and a three-term President of the BASO Lions Club. Her service extends across positions such as Secretary, Membership Chair, Service Chair, and Marketing Director. On the district level, she has served as President of the Peninsula Council of Lions, Zone and Region Chair, earning MD-4 Zone Chair of the Year, Global Service Team Chair, District Marketing Chair, and more. At the MD-4 level, Maryah served as Pediatric Cancer Chair and a Marketing Committee member, creating inclusive resources for all.
Maryah a lifelong learner, holds an A.A. from San Francisco State in Technical Theater, a B.A. in Education, and an M.A. in Special Education from Dominican University of California. She is a graduate of the Regional Lions Leadership Institute and Faculty Development Institute, and a regular attendee of the USA/Canada Lions Leadership Forum. Lion Maryah also loves to lead trainings.
